Environmental ยท SPCB Consent
CPCB Central Pollution NOC
Central-level environmental NOC coordination alongside your state board consent.
What is CPCB Central Pollution NOC?
Certain categories of projects โ those crossing a threshold investment size, located near eco-sensitive zones, or falling under specific 'red category' industries โ require a central-level NOC or coordination with the Central Pollution Control Board (CPCB) in addition to the relevant State Pollution Control Board's consent. This service manages that additional central-level layer where applicable.
Most industrial units in India only need to deal with their State Pollution Control Board, since day-to-day consent administration is decentralised to the state level. A smaller subset of projects, however โ large-scale industrial facilities crossing defined investment or capacity thresholds, units located within or near eco-sensitive zones, protected forests, or wildlife corridors, and certain highly-polluting 'red category' industries โ trigger an additional central-level touchpoint involving CPCB directly, separate from and in addition to state board consent.
This central layer is easy to overlook precisely because it doesn't apply to the majority of applicants, and a state consent granted without addressing an applicable central requirement can later be challenged or delayed at a much more costly stage of the project. Screening for central applicability early, alongside the standard state CTE/CTO process, avoids that risk.
Who Needs It
Key Benefits
Documents Required
- Project details and investment scale documentation
- Site location details relative to eco-sensitive zones
- State board consent application/status
- Environmental management plan, where the project scale warrants one
- Industry classification and pollution-category documentation
Our Process
Applicability Check
We determine whether your project triggers a central-level NOC requirement alongside state consent.
Documentation Assessment
Where central coordination applies, we assess what additional documentation the central-level process requires beyond your state filing.
Coordinated Filing
Where required, the central-level application is filed and coordinated with your state board consent process.
Clearance Tracking
We track both approvals through to final grant.
Validity & Renewal
Where a project requires prior Environmental Clearance under the EIA Notification, 2006, validity is generally 5 years for most project categories, up to 10 years for river valley projects, and up to 30 years for mining projects (both subject to extension provisions) โ this runs separately from, and in addition to, your state board CTO's own validity period.
Penalty for Non-Compliance
Undertaking a project that required central environmental clearance without obtaining it is treated as a serious violation under the Environment (Protection) Act, 1986 and can result in project closure, and can also be challenged before the National Green Tribunal independent of any state consent already granted.
Frequently Asked Questions
Does every industrial project need this?
No โ most standard Green/Orange category units only need state board consent; central coordination applies to a smaller set of larger or environmentally sensitive projects, which we screen for upfront.
How do I know if my project needs central-level coordination?
We assess your project against investment scale thresholds, site proximity to eco-sensitive zones, and industry classification as part of the initial applicability check, before you commit to a filing strategy.
Can I get state consent first and deal with central requirements later?
We don't recommend it โ a state consent granted without addressing an applicable central requirement can be challenged or delayed later, so we advise screening for central applicability alongside the state filing from the start.
What counts as an eco-sensitive zone for this purpose?
This generally includes areas near protected forests, wildlife sanctuaries, and other designated ecologically sensitive zones โ exact proximity thresholds vary by notification, and we confirm applicability for your specific site.
Does this replace my state board CTE/CTO application?
No โ this is an additional layer on top of, not a replacement for, your state board consent process.
