Who We Are
Your compliance team, not another consultant to manage
ApexServe exists because Indian compliance is scattered across dozens of authorities — BIS, CDSCO, GST, the DGFT, state pollution control boards — each with its own portal, paperwork, and timeline. For over 8 years, we’ve been the single point of contact businesses call instead of chasing five different consultants for five different approvals.
We work across five practice areas — regulatory certification, environmental compliance, business licensing, startup registration, and export documentation — so whether you’re launching a product that needs BIS certification, setting up a factory that needs state and central licenses, or registering a company from scratch, the same team stays with you end to end.
That’s the idea behind Service, Product, Trust: service, because a dedicated expert manages your case, not a ticket queue; product, because every registration is treated as a deliverable with a defined process and timeline; and trust, built over 1,200+ clients and 5,000+ filings, at a 98% client satisfaction rate.

What We Do
Compliance Services Built Around Your Business
Compliance in India isn't one filing — it's an ongoing set of obligations that shifts as a business grows, launches new products, or expands into new states. ApexServe organises everything we handle into five practice areas, so instead of juggling separate consultants for a factory license, a product certification, and an annual GST return, you work with one team that already knows your business across all of them.
Regulatory
Approvals from BIS to CDSCO for regulated products and premises.

What We Handle
Every Registration & License, Explained Simply
No confusing acronyms left unexplained — here's exactly what each approval covers and why your business might need it.
Why It Matters
The Real Cost of Getting It Wrong
Non-compliance rarely announces itself as a single event — it shows up as a stalled shipment at customs, a stop-work notice at a factory gate, or a GST notice months after a return should have been filed. By the time it’s visible, the cost is usually higher than the registration would have been. Here’s what the law actually says about five of the most common gaps we see:
Know the Law
The Regulations Behind Every Approval
Every registration we handle traces back to a specific statute. Knowing which one applies — and what it actually requires — is half the battle.
BIS Act, 2016
4–16 weeks depending on the scheme identifiedBIS Certification is an umbrella term for the quality-marking schemes run by the Bureau of Indian Standards (BIS) — India's national standards body, established under the BIS Act, 2016, and the successor to the Indian Standards Institution (ISI) which has been setting national product benchmarks since 1947. BIS develops and publishes Indian Standards (IS) for thousands of product categories, and certification confirms a specific product meets the applicable IS before it can be legally manufactured, imported, or sold in India.
Manufacturing, importing, selling, distributing, or affixing a Standard Mark on a BIS-notified product without valid certification is an offence under Section 17 of the BIS Act, 2016, punishable with imprisonment of up to two years and a fine that must not be less than ₹2,00,000 for a first contravention (rising to not less than ₹5,00,000 for subsequent contraventions), and which can extend up to ten times the value of the goods involved — alongside seizure and destruction of non-compliant stock and removal from e-commerce/retail listings.
BIS Certification in India — Learn moreFactories Act, 1948
6–12 weeksA Factory Licence, mandatory under the Factories Act, 1948, authorises a manufacturing premises employing workers with power-driven processes above the prescribed worker threshold to operate legally, covering building/layout approval, safety clearances, and annual renewal obligations administered by the state Chief Inspector of Factories.
Operating a factory without a valid licence, or otherwise contravening the Factories Act's provisions, is punishable under Section 92 with imprisonment of the occupier and manager for up to two years, a fine of up to ₹1,00,000, or both. If the contravention continues after conviction, a further fine of up to ₹1,000 per day of continued contravention applies. Where a contravention of the Act's safety provisions (Chapter IV) results in an accident, the fine is enhanced to a minimum of ₹25,000 for a death and ₹5,000 for a serious bodily injury.
Factory License in India — Learn moreCGST Act, 2017
3–7 working daysNew GST Registration enrols your business under India's Goods and Services Tax regime (introduced via the CGST Act, 2017), mandatory once turnover crosses the prescribed threshold or for specific categories of business (e-commerce sellers, inter-state suppliers), issuing a GSTIN and obligating periodic return filing.
Operating without mandatory GST registration attracts a penalty of 10% of the tax due (minimum ₹10,000), or 100% of the tax due in cases of deliberate evasion.
New GST Registration — Learn moreEnvironment Protection Act, 1986
4–8 weeks per categoryExtended Producer Responsibility (EPR) makes producers, importers, and brand owners responsible for the end-of-life collection and recycling of the products/packaging they place in the market. EPR Certification is the CPCB-issued authorisation confirming a business has registered and committed to its EPR targets under the relevant category (e-waste, plastic, battery, or tyres).
Non-compliance with EPR obligations can attract Environmental Compensation charges under CPCB guidelines, calculated against the shortfall in targets, alongside potential restriction from further registration; the underlying legal backstop is Section 15 of the Environment (Protection) Act, 1986, which provides for imprisonment up to 5 years or a fine up to ₹1 lakh (with an additional daily fine for continuing violations) for contravention of rules made under the Act.
EPR Certification — Learn moreLegal Metrology Act, 2009
3–5 weeksThe LMPC (Legal Metrology Packaged Commodities) Certificate registers a manufacturer, packer, or importer of pre-packaged goods with the state Legal Metrology department under the Legal Metrology (Packaged Commodities) Rules, 2011 — a prerequisite for legally labelling and selling packaged products with declared MRP and net quantity.
Selling pre-packaged goods without LMPC registration or with non-compliant labelling can attract fines under the Legal Metrology Act, 2009, and seizure of mislabelled stock.
LMPC Certificate — Learn moreIndian Wireless Telegraphy Act
4–8 weeksA WPC Certificate (Equipment Type Approval) confirms a wireless device — Wi-Fi routers, Bluetooth accessories, drones, GPS trackers, and similar RF equipment — operates within India's permitted frequency bands and power limits, issued by the Wireless Planning & Coordination wing of the Department of Telecommunications under the Indian Wireless Telegraphy Act, 1933.
Possessing a wireless transmitter without WPC authorisation is an offence under Section 6 of the Indian Wireless Telegraphy Act, 1933, punishable with imprisonment of up to three years or a fine of up to ₹1,000, or both, with discretionary confiscation of the equipment on conviction; for non-transmitter wireless apparatus, the fine is up to ₹100 for a first offence and up to ₹250 for a subsequent one — separate from denial of customs clearance for the shipment.
WPC Certificate — Learn moreCompanies Act, 2013
1–3 weeksPrivate Limited Company Registration incorporates your business as a separate legal entity under the Companies Act, 2013, with limited liability for shareholders, registered through the MCA's SPICe+ portal — the preferred structure for startups planning to raise external funding.
Failing to file mandatory annual returns/financial statements with the ROC attracts escalating late fees and can lead to the company being marked as a defaulter, or eventually struck off the register.
Private Limited Company Registration — Learn moreFood Safety and Standards Act, 2006
4–8 weeksAn FSSAI Central Licence is required for food businesses operating at a large scale — manufacturers above prescribed turnover, importers, and businesses operating across multiple states — issued by the Food Safety and Standards Authority of India under the Food Safety and Standards Act, 2006 to ensure food safety compliance across production and distribution.
Operating a food business without a valid FSSAI licence/registration is punishable under Section 63 of the FSS Act. Following the Jan Vishwas (Amendment of Provisions) Act, 2023, this was converted from imprisonment-plus-fine to a civil penalty of up to ₹10 lakh; a subsequent/continuing offence under Section 64 attracts a further penalty of up to ₹1 lakh per day of default. Adulteration and unsafe-food offences under other sections of the Act can still carry separate, more severe fines and imprisonment.
FSSAI License — Learn moreForeign Trade Policy (DGFT)
3–7 working daysThe Import Export Code (IEC) is a 10-digit business identification number issued by DGFT (Directorate General of Foreign Trade), mandatory for any business wanting to import or export goods/services from India — without it, customs clearance and foreign remittance for trade transactions cannot proceed.
DGFT deactivates a non-updated IEC automatically after the June deadline, without a prior notice or hearing, which halts customs clearance, remittance processing, and access to DGFT authorisation schemes until it's reactivated. Reactivation itself carries no penalty or late fee — the cost is the operational disruption while the IEC stays deactivated.

Answers to what businesses usually ask before getting started.
01What exactly does ApexServe do?
We're a compliance and licensing consultancy — we handle company registration, GST, BIS, FSSAI, trademark, environmental clearances, import/export codes, and other regulatory approvals end-to-end so you don't have to deal with multiple authorities yourself.
02What is ApexServe's step-by-step operating procedure?
We follow a simple 4-step process: (1) Free Consultation — we review your business and tell you exactly which licenses apply; (2) Documentation — we prepare and verify every form and technical file; (3) Filing & Follow-up — we file with the correct authority and handle any queries on your behalf; (4) Certification & Support — you get your license, plus ongoing support for renewals. 03Do I need to visit a government office myself?
In almost all cases, no. Our team prepares and files applications online and represents you for any query or clarification the authority raises, so you're not the one chasing paperwork or waiting in line.
04How do you keep me updated during the process?
You get proactive status updates at each stage of our 4-step process — consultation, documentation, filing, and certification — rather than having to follow up to find out where things stand.
05What happens after I get my license or certificate?
We don't disappear once it's issued — we track renewal deadlines and ongoing compliance obligations (like annual returns or periodic filings) tied to that registration and reach out ahead of time so nothing lapses.
